A continuation of issue #0, "Actions and Reactions" follows Simon Baz after his escape from what was about to become a brutal interrogation. Between Amanda Waller briefing President Obama on all things Green Lantern, and the revelation that Simon was being held in Guantanamo, the book seems to take a political angle that only gets heightened with Agent Fed's admission of the questionable actions he was being forced to take with his suspect, and Sira's dismissal from her government job as an act of prejudice. Is a statement being made between panels?

Simon receives a voicemail from Hal and Sinestro, while the third army slowly rises, and the cliffhanger promises an exciting issue #14. The recent collaboration of multiple inkers in each book has been hit-or-miss; this time, however, it is a hit, and the seamless transitions are a good primer for Sinclair and Avina's popping colors.
